Senior Executive for Human Capital Strategy

Charlene is the inaugural Senior Executive for Human Capital Strategy at The Johns Hopkins University. In this position, she serves as a senior adviser to President Ronald J. Daniels and has responsibility for a broad range of human capital initiatives, including leadership recruitment and development, executive compensation as well as employee relations at senior levels throughout the university. In this role, Charlene collaborates with senior leaders from academic and administrative departments and partners with HR colleagues and external experts in the design, development and implementation of human capital practices for executive level and academic leadership populations of the university. Charlene also provides consultation and advice to university leaders managing sensitive, complex human capital issues.
At Johns Hopkins, Charlene has collaborated with other university leaders in providing strategic direction in the implementation of the enterprise resource planning system, SAP, playing a key role in the development of the shared service centers; redesign of the central Human Resource structure and services to support the university’s strategic direction; and provided leadership to the development of administrative processes that facilitate the Board of Trustee’s efforts to carry out its fiduciary responsibilities related to executive compensation.
Charlene served for a combined total of nearly 20 years as the chief human resource officer at Johns Hopkins University, North Carolina State University, and Purdue University. She also served in a variety of other HR positions at Purdue and the University of California at San Diego. She has her AB from Cornell University and JD from The George Washington University.
